"Phantom" is the first debut single released by Heisei Ishin. It was released on the same day as the single "Shelter". The CD jacket cover features producer KISAKI. The first track "electric people" is an almost two minute instrumental track. Track #3, "Swimmy", was contributed to the compilation album JUDGEMENT #004. An album version of the same track was later placed on the mini-album Utsukushiki Kodou. This is a limited release having only 3,000 copies.
