Synopsis

A blackmail letter to the Governor arrives at the Tokyo Metropolitan Government Building. On the following day the newly opened Tokyo subway explodes. What could have been a horrible disaster, however, is fortunately avoided thanks to our hero Conan who had learnt of the letter ahead of time.

Knowing that an unsuccessful attempt can lead to another attack, Conan begins a full-scale investigation. Soon he realizes that the suspect's motive may have something to do with the construction of a dam in the North when the present Tokyo Governor was the Transportation Minister. As it turns out the five year anniversary festival of the dam is planned for next week, and the Governor is scheduled to attend it. Conan and his friends decide to head out North as well.

The North welcomes Conan and his friends with a blanket of snow. Unable to resist they start snowball fighting. Suddenly an old boy living nearby house asks to join in the fight. It turns out that he had just woken up from an 8-year coma! When they find out the cause of his coma, they are also known that the boy is involved in a hit-and-run that happened on the same day he fell into the coma.

As Conan picks up the pieces of the clues to find out the identity of the suspect, a dead body turns up in the snow. Can this incident be connected to the subway explosion in Tokyo? Can the complicated story behind the dam construction years ago make Conan realize how to prevent the next potential disaster using his new gadget?
