I'm going to go ahead and say that Kenkyuusei shouldn't get an article or article tags until they've been promoted, mostly because there's no saying whether or not they'll actually be promoted. A vast majority of kenkyuusei withdraw before debuting, so it's safer to do like the Japanese wikipedia and just make an article when they've been promoted to a team.
