Hamasaki had alot of trouble writing the lyrics for this song. She says in an interview, "Even before the official plans were made, I had lyrics with the title 'LOVE ~Destiny~' attached to them once, but there were various issues with it, so I threw away everything... After however many months of taking a gamble on this, starting over yet again on things I worked on...I was finally face-to-face with 'LOVE ~Destiny~,' and...in many ways, it didn't turn out to be exactly what I wanted...'LOVE ~refrain~,' which was included on the [[LOVEppears]] album, updates the song with feelings that are more my own."

The single reached #1 on the Oricon weekly charts - her first single to do so. It also reached #1 on the monthly chart. On the yearly chart, LOVE ~Destiny~ reached #30 for 1999. It stayed on the charts for a total of twenty-six weeks. During the singles first week it sold 70,540 copies, and has since sold a total of 650,790 copies.

Reissue

The single was reissued as a 5" CD on February 28th, 2001 (as were Ayu's other 3" singles). The tracklist was expanded by the addition of remixes from the kanariya CD single.

The reissue reached #20 on the Oricon charts and stayed on the charts for four weeks.
