It was released on February 25, 2009 with 3 different versions, each having their own cover. The song "Rule" is used as the international theme song for the movie "Dragonball Evolution". "Sparkle" is used in advertisements for the Honda Zest Spark. The single became Hamasaki's 32nd single to reach #1 on the Oricon Singles Chart and her 20th consecutive overall. It is certified Gold for shipment of 100,000 copies. Toriyama Akira, the manga artist behind Dragon Ball, was commissioned by avex trax to draw an illustration of Hamasaki. The first pressing of the single features this illustration on the actual CD and the DVD itself.
