OCHA NORMA began when Hello! Project and [[Morning Musume]] leader [[Fukumura Mizuki]] made a surprise appearance at the [[Hello! Project Kenshuusei Happyoukai 2021 3gatsu ~Yell~]] on March 7, 2021, to announce that a new group would be formed by the end of 2021 and the current [[Hello Pro Kenshuusei Unit]] lineup; [[Yonemura Kirara]], [[Ishiguri Kanami]], [[Kubota Nanami]], and [[Saito Madoka]], would be the first confirmed members with more to be added. Four new members from the [[Hello Pro Kenshuusei]] were announced through the weekly TV Tokyo show "[[Hello Dream.]]" on July 5th; [[Nakayama Natsume]], [[Hiromoto Ruli]], [[Nishizaki Miku]], and [[Kitahara Momo]]. The [[Hello! Project Shin Member Audition 2021]] was also announced, seeking members for [[ANGERME]], the new group, and the Hello Pro Kenshuusei.
