Suddenly, a distant sniper shot rings out, and the man is killed instantly.

Conan is aided by a new friend, a tomboy named Sera who is always there for him when hes in danger. However, despite his best efforts to find this serial shooter, the killer always manages to get away.

It becomes clear to him that every murder scene tells a story. By studying the clues in every location, Conan uncovers a long ago conspiracy involving the army. The key to these serial deaths lies in a distant murder within the military ranks. Yet solving this complicated case remains beyond Conans grasp, until a high school friend discovers a trick hidden in a miniature model of the tower and its surrounding area. The whole picture suddenly comes into focus, and Conan is able to see the snipers plan. He rushes to the snipers final target, but will he get there in time to save the victims life?
