"Shelter" is the second single released by Heisei Ishin. It was released on the same day as the single "Phantom". The CD jacket cover features producer KISAKI. The first track "eternity" is an almost two minute instrumental track. An album version of track #3, "THE BUTTERFLY", was later placed on the mini-album Public Sentiment. This is a limited release having only 3,000 copies.
