History
Prior to joining the Hello Pro Kenshuusei Saito Madoka was signed to Ray Talent Promotion, between at least October 2015 and July 2016. She participated in the 2018 Hello! Project "ONLY YOU" Audition, but did not pass. She was revealed as a new addition to Hello Pro Kenshuusei through an announcement on the official Hello! Project website on November 1, 2018, alongside Kusunoki Mei and Onoda Karin. Their first live appearance and introduction took place on December 2, 2018 at the "Hello! Project Kenshuusei Happyoukai 2018 12gatsu ~Mikan~" event.
Saito was announced as one of the first five members from Hello Pro Kenshuusei and Hello Pro Kenshuusei Hokkaido to be assigned to the new rotational training Hello Pro Kenshuusei Unit on July 11, 2019.
On March 7, 2021, Fukumura Mizuki, current leader of Morning Musume and Hello! Project, made a surprise appearance at the end of the "Hello! Project group forming in 2021, with the possibility of more members being added later. The final 10 member lineup and name of the new group, OCHA NORMA, was revealed on December 12, 2021.
