STARTING LEGEND '97 ~with a will~ is the third concert video and fifth overall video released by Shiina Hekiru. The video was released on two formats: in both VHS and laser disc format. The video was record on the last night of Shiina's with a will concert tour, on February 23rd 1997 at Nippon Budoukan. This is Shiina's first time performing at Nippon Budoukan, which was one of her dreams since she started performing, and this made her the first seiyuu to perform at the venue.
The majority of the song performed are from her fourth studio album, with a will. There are a few songs that were performed from her second and third albums, Respiration and No Make Girl. Shiina also performed the unreleased song "Graduater", which she first performed on her last tour, STARTING LEGEND '96 SUMMER SPECIAL. The song wasn't released until 1998, as Shiina's tenth single.
