Our Conan and friends are gathered atop the newly opened Bell Tree Tower, the tallest tower in the city. When Conan notices a malicious looking man on the same floor in a building across from them, showing an over-priced expensive apartment to some people who appear to be his customers. Suddenly, a distant sniper shot rings out, and the man is killed instantly.
Conan is aided by a new friend, a tomboy named Sera who is always there for him when hes in danger. However, despite his best efforts to find this serial shooter, the killer always manages to get away.
It becomes clear to him that every murder scene tells a story. By studying the clues in every location, Conan uncovers a long ago conspiracy involving the army. The key to these serial deaths lies in a distant murder within the military ranks. Yet solving this complicated case remains beyond Conans grasp, until a high school friend discovers a trick hidden in a miniature model of the tower and its surrounding area.
